A New Chapter In Digital Reforms: Welcome Digital Police Stations Across Punjab

The government of Punjab has introduced a new digital system for all its police stations, investing a colossal amount of Rs990 million.

PITB Digitizes All 712 Police Stations

On Saturday, Prime Minister Nawaz Sharif initiated the project to computerize all the 712 police stations of Punjab.

Punjab Information and Technology Board (PITB) developed the software for the project. The software will automate the records, handle public feedback and ensure perfect operations of the Punjab’s police stations. Operations will be monitored in a centralized control room established at the Punjab Police Integrated Command, Control and Communication (PPIC3) centre at the Central Police Office.

So far, the government has also digitized the FIRs and other operations such as roznamcha at the Punjab’s police stations. Through an internet connection, FIRs and other police case files can be retrieved from any of the police stations across the province.

Digitalized Police Station’s Services

Following services will be included in the new digitized police stations:

  • Record management

Through Police Record Management System, an online application, all the records of a police station will be digitized and maintained. The records include FIRs and the complete file of cases (starting, culprit’s nomination, case files, court proceedings and case conclusion).

  • Complaint management

The new digital system will record walk-in complaints at police stations. Cognizable crime will be filed as FIR and detail (category, crime, date etc.) along with personal details of the accuser will be recorded. The system will automatically update the complainant about the complaint recording, the police officer handling the case and case progress through SMS.

  • Staff management

HR and Attendance System (HRMIS) is a web application which will record and maintain the data of police staff related to HR. It includes two modules; one for Grade-17 and above ranked employees and the other for Grade-16 and below ranked staff.  Employee’s complete personal details including service history and ACRs, etc. will be included in the system.

  • Criminal record management

Criminal record office will record the personal details (name, appearance, photos etc) of confirmed culprits. After entry, officials can search and retrieve the data. A central server in Lahore acts as a hub connecting CRO’s established in all the districts of Punjab.

  • Vehicle theft record

AVLS (Anti-Vehicle Lifting System) will record and maintain database of stolen vehicle throughout Punjab.  The system includes theft reports, investigations, recovery, forensics lab test, warehouse entry/exit and returning of vehicles as per courts judgments. The application is connected with PSRMS system, excise and PFSA. With a centralized monitoring system, it offers SMS alerts and inclusive reporting console.

  • Recording fingerprints

Automated fingerprint scanning and match software will scan and record the culprits’ fingerprints. It will also identify criminal records through fingerprint matching. The government is also establishing a bank which will be interconnected with all crime registration offices of Punjab’s districts.

  • Police patrolling

Through Beat book software, beat data of police stations can be added and reviewed. The software also contains criminals’ data and locality based data of important patrolling places.

  • Access to data sources

Through Investigation toolkit, an android and web app combo, investigating officers can access various data sources. The data includes telecom subscriber data, driving licenses, vehicle registration number, location, CDRs, NADRA Verisys and CRO index card etc.

  • Afghan refugee maintenance system

Foreigner registration system, a mobile application will verify afghan refugees through biometric system using database from NADRA.

  • Geo tagging all crimes

Crime mapping app will be used to tag all crimes that are registered through FIRs. It indicates that a police officer can visit the crime scene, enter the offence category, take a photo and geo tag the crime location through this app. The data is then displayed for analysis on an online dashboard.

  • Tennant record management

Tennant registration is an online application which registers and monitors tenants who live in rented houses. It records the detail of owners and tenants which include CNIC number, name and number of tenants, etc.

  • Hotel record management

Hotel eye is an application which records the hotel’s overall check-ins and checkouts. It includes CNIC number and personal details of visitors and helps keep track of hotel activities and their guests.

Appreciated Effort

Prime Minister Nawaz Sharif and Punjab’s Chief Minister Shehbaz Sharif acknowledged PITB’s and Punjab Police’s efforts towards digitization. The prime minister stressed on the need of being more friendly and proactive to the visitors. In addition, he also highlighted the significance of digitization among the police stations and eradication of negative ‘Thana’ culture. At the end, Nawaz Sharif advised other provinces to imitate the technological improvements adopted by Punjab Police.
